Abstract

Australia's local government structure was created a century ago but despite recent amendments to legislation, is arguably inadequate for the twenty first century. Most recently, local government reform has involved council amalgamations. This paper discusses the services provided by and functions of local councils, the arguments for and against amalgamations and the need for much broader structural changes to government.
