Abstract

Examining the National People's Congress and the functions it performs (lawmaking, oversight, representation, regime support activities) casts light on the Chinese political system and its trajectory of development. In particular, it shows that the system is becoming more rational and inclusive, but not more liberal. Moreover, inclusion is a substitute for liberalization, not an early sign of it.
