Abstract

The institution of parliamentary advocates (ombudsmen) constitutes a part of the national mechanism for protection of human rights and fundamental freedoms, which could be very potential and efficient, since by the law regulating the activity of this institution, the national ombudsmen have been attributed great functions and significant possibilities. However, there is a range of objective and subjective obstacles that did not allow parliamentary advocates to perform their functions efficiently and to meaningfully contribute to the overall respect for human rights in the country. Present paper evaluates the activity of parliamentary advocates during the 1998-2005 period and identifies internal and external factors that negatively affected the performance of this institution.
