Abstract

This article includes the Report to the Administrative Conference of the United States which commissioned a study by Professor Arnold Rochvarg of the naturalization process as it existed in 1995. Many problems were identified in the naturalization process based on over 200 questionnaires, 120 telephone interviews, and interviews with government officials. Numerous recommendations concerning all phases of the naturalization process are proposed. This article was the subject of a Symposium at Georgetown University Law School, and was the basis of several pieces of legislation in Congress. Despite some efforts to improve the naturalization process, many, if not most, of the problems discussed in this article still exist.
