Abstract

The commentary is in three parts: The first part, "What Went Wrong," does not place blame but is intended to clear the way to address the future. The second part, "What Can Be Salvaged," addresses conclusions that can be drawn from the study apart from the reported findings and identifies instrumentation constructed by the Study Team that can be useful in addressing the future. The third part, "How to Get Impact" sketches one road map for accomplishing the aspirations of No Child Left Behind.
