Abstract

The Romanian public administration reform is on the working agenda of the governments since more than a decade and a half. Its objectives require a corps of professional civil servants, career civil servants, with adequate training, able to achieve a new interface within the relations with the citizen. From this perspective, the preoccupations of training a new category of leaders for the Romanian public sector have been expressed by through creation of a specific category, called public managers. The concept is based on the experiences gained up to the present by many European countries (U.K.) or on the American model and the recent experiments of the new EU Member States, such as Poland or Hungary. The paper approaches, on one hand, the responsibilities of the actors-trainers in the area of the Romanian leaders for the public sector, based on a SWOT analysis of human resources from public administration, and on the other hand, the activities of training the public managers in Romania, presenting YPS (Young Professional Scheme) experiment.
