Abstract
This article tracks the development of gun rights in forty-four state constitutions, chronicles the wave of state legislation mandating nondiscretionary licenses to carry concealed firearms and offers a short history of our modern debate about private firearms with attention to the rise and fall of the handgun prohibition movement.
