Abstract

If a society's utility function changes so as to require greater participation of a minority in the workforce, a transition should follow from a regime of segregation to one of greater participation. We model such a transition in an environment of an employer, and an educator who produces candidates for employment. We use the model to evaluate the legal responses to unintentional discrimination and we find that several areas of law inhibit this transition.
