Abstract
This is a report on research conducted at the University of Pennsylvania from 2004-2009 under the name, Penn Democracy Project, by undergraduate students enrolled in a political science department research seminar, PS. 291 Citizenship and Democratic Political Development. A student survey is at the core of what is done in the seminar to assess changing concepts of democracy and values and practices of democratic citizenship among undergraduates. This is a presentation focused on a limited number of Penn programs to further civic education through services learning and West Philadelphia voluntary engagements of undergraduates.
