Abstract

This article provides an overview of TSCA's history, including the key assumptions Congress made in enacting the statute. The article also highlights important features of TSCA and some of the experiences with its implementation. Finally, the article identifies some of the larger issues the experience with TSCA raises as efforts continue to reform TSCA and to revisit environmental law and sustainable development strategies more generally.
