Abstract

Study was prepared under the New Approach to IDP Assistance Initiative, which was a joint effort of the Government of Georgia, Swiss Agency for Development and Cooperation, United Nations Development Programme, United Nations High Commissioner for Refugees, US Agency for International Development, and the World Bank. The report is a three-part study of the ongoing privatization process in Georgia. In particular, this report examines the overall legal framework guiding the rapid privatization occurring in the country and the effects that various changes in the Georgian legislation have had on this process. This socio-legal study, which combines legal analysis and case studies of privatization of communal settlements, with the sociological inquiry into the attitudes of Internally Displaced Persons, closely analyzes the impact that privatization of communal settlements has had on the communities of displaced persons living in Georgia.
