Abstract
Control of carbon emissions to the atmosphere is the environmental issue of this decade – perhaps of this entire generation. Its importance has been equated to the survival of the planet. It may all come down to the novel legal concept that sounds like second-grade math: "additionality." However, it is the "new" math.
