Abstract
This article, co-authored with James E. Coleman, Jr., is the foreword to an issue of Law and Contemporary Problems collecting a series of articles arising from a series of programs sponsored by the ABA Section of Individual Rights and Responsibilities in July, 2000, under the title, "To Secure the Blessings of Liberty: The Bill of Rights and Core Constitutional Guarantees in the New Millennium." The foreword itself focuses on considering some of those issues in the context of the debate about military tribunals and the curtailment of civil liberties during the war on terrorism, which it notes, "undoubtedly will continue for some time into the future."
