Abstract
Some governments may be adopting, implementing and/or enhancing e-government services as a matter of catching up with the other countries or for the sake of public relations and publicity, and such ways may not function well. Or that the implementation process may not be effective or widely accepted, or even slowed down. Here, discussing with various concepts, illustrations and examples, the practitioner-authors are highlighting that the implementation process should not be just top down approach only, but rather the people need to be enlightened, engaged, empowered and entertained (the 4Es).
