Abstract

In many OECD countries competition authorities have faced complaints about the abuse of "buying power" by large-scale retailers. This document (of 325 pages) contains the proceedings of a one-day roundtable exploring the competition issues surrounding buying power, held at the OECD in October 1998. The publication includes submissions from 19 OECD member countries describing the nature of the concerns that have arisen and the regulatory and competition policy responses to those concerns. The document also includes a background paper prepared by the OECD secretariat setting out the economic theory of buyer power and analysing the welfare consequences. The document includes a summary of the oral discussion at the roundtable and a three-page executive summary setting out the key ideas to emerge.
