China’s Regional Headquarters Legislation: Regional Legislative Competition for Multinational Corporations from Point to Surface

Abstract

As China continues to grow in importance on the international business stage, multinational corporations and seeking a regional presence centered in China will need to determine where to set up regional headquarters. Since 1999, many regions have wooed these multinational corporations at an ever-increasing pace with a variety of incentives, each in their own flavor. This article traces the legislative competition among China’s regions for multinational corporations, concluding with asking which region will ultimately win out with the best companies.
