Abstract
There is much concern over the depletion of ocean fisheries, however, there are not many incentives for private development of ocean aquaculture. If those who develop local fisheries' resources could reap the private benefit of their efforts, while at the same time protecting the public trust, the result would be an increase in bio-diversity and total fish population.
