Abstract
Personal photographic identification is critical to the rehabilitation of released prisoners. One agency helps 1,000 recently released prisoners try for ID each year — succeeding only half the time.
Lawyers should help their incarcerated clients plan for and obtain identification to reduce recidivism and improve prospects for rehabilitation. Legislatures should adopt legislation requiring prisons and secretary-of-state offices to provide prisoners with reliable identification on release.
