Abstract

The availability of affordable housing is a problem that was taken on by state and local governments in the latter part of the 20th century. In Georgia, meeting the challenge of providing affordable housing to its residents was particularly troublesome because of early-20th century state law the restricted the discretion of local governments and prohibited the earmarking of funds for specific purposes. This report is a guide to help local officials in Georgia to set up affordable housing trust funds -- a task made difficult by the tangled web of state law.
