Abstract

The article traces the 25-year history of PACE from its origins in the Report of the Philips Royal Commission on Criminal Procedure, through its Parliamentary stages and the two major governmental Reviews of PACE in 2002 and 2007, and considers whether the Act provides the balance envisaged by the Philips Commission.
