Abstract
This model statute sets forth terms governing when denial of employment and loss of other civil rights may be imposed on ex-offenders. It served as the basis for revision of New York law (Article 23-A of the Correction Law) requiring a rational relationship between offense and disability before public or private entities may deny rights and privileges otherwise available.
