Abstract

This is an update to an earlier version of the paper, now published in the Tulane Law Review. Intended as an aid to scholarship, it is a bibliography of executive branch legal opinions on war powers since 1950. They are listed in chronological order. Most have been published as public documents, although some were confidential at the time they were written and are available only from presidential libraries. The Tulane Law Review has generously published eight appendices to the original article, providing the full text of the unpublished opinions. These appendices are available from the various online sources in which the Tulane Law Review is published. This article provides the bibliography and a brief commentary, but without the appendices.
