Abstract
JURIST Guest Columnist Kevin Govern of Ave Maria School of Law in Naples, FL (formerly at Ann Arbor, MI) examines the relevance of the four Geneva Conventions signed in August 1949, 60 years ago this month, in the context of un-traditional conflicts that he describes as being "between war and peace."
