Abstract

This policy paper sets out a model for a European legal system that integrates public and private enforcement with voluntary and ADR or ombuds techniques, referring particularly to the UK. A holistic model would attract and capture optimal data, which would be fed back into identifying emerging issues and preventing escallation of systemic problems, as well as providing restorative justice for damage caused.
