Abstract

This report provides a snapshot of strategies regarding the domains of interest and drivers for deployment of ICT in government across a number of different countries pragmatically chosen as being of most interest to the Netherlands' Ministry of the Interior and Kingdom Relations: Belgium, Denmark, Estonia, Germany, Italy, Japan, Norway, the United Kingdom and the United States. This study is descriptive and normative in nature: that is to say, we make no assumptions about the validity or effectiveness of the described strategies in each national context, nor about whether in practice they have proved to be workable. Rather we conduct a comparative analysis in order to identify and draw lessons for the Dutch context.
