Taking place, almost a decade after the last conference in Bonn, the forthcoming conference (Bonn II) is seen as a window of opportunity for the Afghans and the international community to address the past shortcomings and set the parameters for the long term stabilisation of the country beginning with the effective transition (Inteqal) from international to Afghan hands by 2014.
