Abstract

Professor Linda Malone explores the correlated relationship between groundwater resource and land use rights in this article. National, state, and local governments have made legislation concerning groundwater resources, but the regulations fail to be sufficient. For successful groundwater reform, private property rights will have to be revaluated in favor of regulation methods.
