Abstract
This article analyzes continuity and change between the two administrations’ policies to fight corruption, organized crime and vote-buying from two different perspectives: The first is a policy perspective, examining formulation, implementation and impact of the most relevant measures taken by the KMT and DPP administrations. The second in as institutionalist perspective, explaining how institutional constraints limited the relevant actors’ scope of action, resulting in outcomes often not matching the original intentions. After sketching the institutional foundations of the KMT’s one-party rule and the impact of democratization on these foundations, it describes the KMT’s anti-“black gold“ policies and provides explanations for their superficiality, selectivity and lack of impact. Finally, the various anti-“black gold“ measures envisioned by the Chen Shui-bian administration after winning the presidency in 2000 are depicted and their implementation examined.
