Abstract

This paper investigates frameworks, standards, best practices, and guidelines in the context of cloud computing that aim to increase the acceptance of cloud computing on the user side or set benchmarks for developing cloud services on the provider side. We categorized, and assessed 48 frameworks. The results show that efforts concerning the standardization of cloud computing are still in their infancy. Many frameworks show a high impact potential, but suffer a low maturity level. The development of cloud frameworks has been increasing in recent years, whereby a large amount of frameworks handles security aspects. The driving nations in developing cloud frameworks are Germany and the United States. However, there is a lack of EU-wide initiatives, in particular to ensure cross-border and legally compliant solutions for provision and use of cloud services within the European Union. In future, more government-driven frameworks will be published, to which countries such as Germany, Singapore, and South Korea already announced their plans.
