Abstract
This keynote address was delivered at a symposium at American University Washington College of Law entitled Lenahan (Gonzales) v. United States of America: The Domestication of International Law. This article, which was adapted form the keynote address, examines the landmark case of Jessica Lenahan (Gonzales) v. United States (Inter-Am. Comm’n H.R., Report No. 80/11 (2011)) and its predecessor, Town of Castle Rock v. Gonzales (545 U.S. 748 (2005)), and describes recent developments in implementation of the Lenahan decision.
