Abstract
Critics have asserted that appellate court staffers constitute hidden monsters in the judicial closet. In Michigan transparency has been the norm for more than forty years. This article describes the Michigan Court of Appeals’ use of commissioners, who review and make recommendations on applications for leave to appeal. Included is the statistic that judges followed commissioner recommendations 93% of the time.
