Abstract
This Introductory Note briefly describes the decision of the International Court of Justice in a case involving the obligation of Senegal under the UN Convention Against Torture to either prosecute or extradite Hissene Habre to Belgium for prosecution. Habre, the former president of Chad, is accused of engaging in torture, war crimes and crimes against humanity during his almost 20-year rule in Chad.
