Abstract
This article reviews the political struggle to enact the Kennedy-Johnson tax cut in 1963 and early 1964. Contrary to popular belief, the tax cut was not very popular with either the public or many members of Congress on both sides of the aisle. A key reason is that in those days, conservatives actually cared about the deficit and recognized that tax cuts would increase it.
