Abstract

This introduces the problems of early warning and preventive deployment focusing at the strategic level, and the issue of information and intelligence at the operational and tactical levels. The two issues have a common denominator: each concerns the way complex organizations identify changes to their environments and take appropriate measures to improve the situation or prevent it from deteriorating.
