Several Diverse Effects of Reorganization: Evidence from the USCIS

Abstract
While many presidential administrations choose to reorganize executive branch agencies, each for different reasons, few studies have assessed the diverse consequences of reorganization. We examine the effects of reorganization of the U.S. Citizenship and Immigration Services (USCIS) under the Department of Homeland Security (DHS) through the lenses of employee perceptions. Our results show that reorganization of the federal agency had statistically-significant effects on employees’ perceptions of performance, goal communication, internal communication, information sharing, leadership, entrepreneurship, competency, and resources. However, reorganization did not have statistically-significant effects on perceptions of cooperation, performance communication, empowerment, or performance-oriented culture.
