Abstract
Legitimacy is a term widely used both in the social science literature and in public discourse (e.g. regarding the 2003 invasion of Iraq and the results of the 2009 elections in Iran and Afghanistan). The paper examines the questions -- what makes an act legitimate? Is it merely consensus of those governed? Or is it based on compatibility of the act with select values? And how are these chosen? The answers draw on sociology, political theory, and survey data.
