Abstract

French Abstract: Cet article présente une évaluation comparative de l’efficacité et de l’équité du régime linguistique de l’Union européenne à l’aide de trois grandes enquêtes statistiques publiées par Eurostat. L’efficacité du régime linguistique actuel, fondé sur l’égalité entre les langues officielles de l’Union européenne, est comparée à celle d’un régime linguistique tout-à-l’anglais. Les résultats montrent qu’un régime linguistique tout-à-l’anglais est nettement moins efficace qu’un régime multilingue parce qu’il entraînerait l’exclusion d’environ 50% ou 80% de la population européenne, selon l’indicateur utilisé. Cet article aborde également la question des effets d’un régime linguistique monolingue sur l’équité. On analyse les relations entre les compétences en anglais, le revenu et le niveau d’études atteint par les citoyens en Espagne, France et Italie. Dans les trois cas on observe une corrélation positive entre la connaissance de l’anglais comme langue étrangère et le niveau du revenu ou d’études des citoyens. Si le régime linguistique actuel de l’UE était abandonné au profit d’un régime tout-à-l’anglais, les citoyens de ces trois pays ayant un niveau d’éducation et un revenu plus faibles, en moyenne, auraient davantage de difficultés à avoir accès à la communication avec les institutions européennes que les citoyens ayant un revenu ou un niveau d’éducation plus élevé. Il s’agirait donc d’une politique régressive.

English Abstract: This paper presents a comparative evaluation of the effectiveness and the fairness of the language regime of the European Union. We use data from three large-scale surveys published by Eurostat. The effectiveness of the current language policy, based on the formal equality between the 24 official and working languages of the EU, is compared with the effectiveness of a monolingual “English-only” policy. Results reveal that an English-only language regime is much less effective than a multilingual language policy, since it would disenfranchise 50% or 80% of the population of the EU, depending on the disenfranchisement indicator used. This paper also addresses the question of the impact of an English-only language regime on equity in France, Italy and Spain. For this purpose, we analyse the relationships between the distribution of linguistic skills in English of the citizens on the one hand, and their income status and educational level on the other hand. In the three countries studied, we observe a positive correlation between citizens’ language skills in English and their level of income and education. An English-only language regime, therefore, would be equivalent to a regressive policy, as it would disenfranchise the worse-off much more than the better-off.
