Abstract

Do ammunition background check laws reduce murder rates? Analysis of the effects of New Jersey’s requirement that handgun ammunition can only be transferred to those with a pistol permit or firearms owner’s permit (both of which require a background check) suggest that these laws are either ineffective or reduce crime rates for crimes that never or seldom involve guns — an unlikely consequence.
