Abstract
This is a submission to The Smith Commission on Future Devolution in Scotland, aimed at assisting the Commission in determining the parameters and extent of powers that may be considered with respect to political and legal limitations. This paper considers the legal limits on promises that were made by the UK's major political parties in the lead up to the independence referendum in September 2014. Consideration is made of the extent to which the constitution of the UK could accommodate the implications of those political promises, and what limitations may be inferred by international law. Ultimately, questions are suggested for consideration by the Commission throughout in the desire to assist in the Commission discharging its duties.
