Permanent Workers in the Backyard: Employing Migrant Farmworkers from Thailand in the Israeli Countryside

Abstract

תקציר בעברית: מאז שנות ה 80- חקלאים במושבי העובדים מעסיקים במשקיהם מהגרי עבודה מתאילנד. אף שזוהי תופעה בעלת השפעה נרחבת על החקלאות הישראלית ועל המרחב הכפרי, הספרות המחקרית מיעטה עד כה לעסוק בכך. מאמר זה מתמקד בשינויים במרקם הקהילה של מושבים אלו, בדגש על מערכות היחסים בין החקלאים לבין העובדים מתאילנד לאורך השנים. לטענתנו, כקבוצה – מהגרי העבודה מתאילנד נראים אך נעלמים; הם חיוניים להמשך קיומה של ההתיישבות החקלאית וברבים מן היישובים הם בעלי נוכחות דמוגרפית גדולה, אך סטראוטיפיזציה הנוגעת ל"אופי התרבותי" של העובדים מתאילנד, לפיה הם צייתנים, כנועים וממושמעים, בשילוב עם נכונותם להפגין הדרת כבוד ולקבל יחסים הייררכיים במסגרת פטרנליסטית, תורמת להדרתם מהמרקם הקהילתי במושבים ולהתכחשות לנוכחותם המתמדת בהם. במשך השנים חלו אמנם תמורות ביחסים וכוחם של מהגרי העבודה גבר, אך הדרתם נמשכת ומוכחשת. מאמר זה מתאר את הסיבות להבאתם של מהגרי העבודה ולהבנייתם כזרים, ואת נקודת המבט המשתנה של החקלאים, העובדים והגורמים המתווכים השונים על סוגיות אלו. המאמר מתבסס על עבודת מחקר סוציולוגית ואתנוגרפית שנערכה במסגרת עבודות הדוקטורט של המחברים, שכללו הבנת תהליכי ההתבססות של העובדים מתאילנד במגזר הכפרי ברחבי הארץ. במסגרת המחקרים נערכו ראיונות עומק עם חקלאים במושבים שונים ועם מהגרי עבודה השוהים כעת בישראל וכאלה שסיימו את עבודתם ושבו לתאילנד, עם בעלי חברות גיוס כוח אדם ותיווך מישראל ומתאילנד ועם קובעי מדיניות ישראלים ותאילנדים. כמו כן נערכו תצפיות משתתפות בשני משקים במושב בערבה התיכונה ועבודות ארכיון מגוונות.

English Abstract: Over the past three decades, Israeli farmers in Moshavim (cooperative rural settlements) have been employing Thai migrant laborers. In spite of the significant influence this phenomenon has had on Israeli agriculture and on the Israeli countryside, little academic research has been dedicated to it so far. This paper focuses on the changes in the social fabric of the Moshavim, with an emphasis on the relationships between farmers and their Thai workers over the years. We argue that the Thai migrants are visible but easy to ignore; on the one hand they are crucial to the continued existence of the moshavim as agricultural communities and constitute a considerable part of the population in quite a few of them. On the other hand, the stereotype of the “cultural character” of Thai workers as obedient, subservient, and disciplined people leads to the persistent denial of their inherent importance to the community. This article describes the reasons for the employment of migrant workers, their characterization as “foreign” and the changing perspectives of farmers, workers and various intermediaries. It is based on the doctoral research of both writers, which involved sociological and ethnographic methods, including participant observation on two farms in a Moshav in the Central Arava region; in-depth interviews with farmers and manpower agencies in both countries, Israeli and Thai policy-makers, as well as Thai workers in Israel and returnees, and archival sources.
