Abstract
The authors look at the causes of California property tax limit Proposition 13 and say that it was not caused by public reaction to the California Supreme Court's Serrano decision, which required school funding equalization. The California Legislature failed to approve a property tax relief measure that could compete with Proposition 13 because lawmakers did not want to bankrupt local governments, the authors write.
