Abstract

In 2002, the American Planning Association (APA) published the Growing Smart Legislative Guidebook, a book with over 1,450 pages of model laws governing zoning and other land use-related issues. The article describes the Guidebook's most controversial provisions, and analyzes their constitutionality under the First, Fourth, Fifth, Tenth, and Fourteenth Amendments. The article concludes that the Guidebook's proposed laws are generally constitutional.
