Abstract

Paper provides review of the housing sector at it's present stage and analyzes policy and progress in the main areas of reform. Particular focus is made on the subjects: strategy of reforming, inter-budgetary relations, social assistance. The inter-budgetary relations system design is discussed, on our opinion, it considerably hampers sector development due to that, at today's stage, it provides weak stimules for reforming for the sub-national and local administrations.
