Abstract

This essay addresses the institucional governance-related factors associated with Colombia´s civil war and fight against terrorism. The piece identifies governance-related explanatory indicators based on measuring government effectiveness, efficiency, transparency, abuses of discretion, acountability, and corruption. A policy recommendation section accounts for the pending measures needed to assert the presence of the Colombian State within those regions ravaged by guerrilla activity in alliance with narco & arms trafficking.
