Abstract
This examines the changing nature of justifications for the use of force through the 1990s and early 2000s. In particular, the paper will consider the increased activism of the UN Security Council through the 1990s and its effect on the manner in which force is now justified. Recourse to quasi-just war language at the level of cause was not tempered by right-authority at the level of process. In the transformed security environment after September 11, this has minimized the constraints on the Great Power(s) to use force, but may have laid the foundations for an obligation to rebuild conquered territory.
