Abstract

Inland navigation in the United States is heavily impacted by the collection of Corps programs known as the Inland Waterways System. The program, under the authority of the Corps of Engineers, has increasingly become a public-private partnership, with more funds in recent years coming from private users of the system and with the institution of the Inland Waterways Users Board to bring user guidance into the management of the system. This division of responsibility between the public and private sectors suggests that the Inland Waterways System could perhaps be spun off from the public sector entirely. This white paper examines one way of doing that - namely corporatization - and lays out the options for implementing such a plan.
