Abstract
This article, which is part of a series on campus risk-management and liability issues, encourages universities to embrace a proactive culture of risk management. Crises tend to spur change. But when change does not occur quickly enough from within, outside forces often step in to impose change. This article discusses how campuses can be positive, proactive change agents; the steps include providing a reasonably safe living and learning environment, embracing environmental management strategies, and building coalitions with these outside forces.
