Abstract

Assesses whether the existing international regulations governing the exploitation of offshore geothermal, ocean thermal energy conversion, wave and tidal energy (GOTW energy) present barriers to the development of renewable energy. Reviews the relevant regulations of the Convention on the Law of the Sea 1982 applicable to territorial seas, the exclusive economic zone (EEZ) and continental shelf, the high seas and the deep seabed, explains the obstacles these may create and suggests possible solutions. Discusses the environmental concerns of GOTW energy in relation to marine biodiversity, vessel based pollution and dumping, and how these may be addressed.
