Abstract

This article examines whether the United States will continue its participation in international trade negotiations, both global but particularly regionally in 2009 and beyond. It considers both the political context and the legal structure governing the president's authority and the Congress' willingness to conclude trade agreements, focusing on the Bipartisan Trade Deal of May 2007 and pending free trade agreements with Colombia, Panama and South Korea.
