Abstract

This paper introduces the other half of the International Bill of Rights (the International Covenant on Civil and Political Rights being more widely known). It begins by defining economic, social, and cultural rights and explaining their origins. It describes the drafting of the Economic Covenant, its monitoring system, and major developments since it was opened for signature in 1966.
